Joel S. Pizzuti
Chief Operating Officer
In his role as president and chief operating officer of The Pizzuti Companies, Joel oversees all development activity for the business including: build-to-suit, office, industrial, residential and mixed-use.
Joel also serves as chief operating officer of Pizzuti Solutions LLC, a division of The Pizzuti Companies dedicated to public/private partnerships. Under Joel’s leadership, Pizzuti Solutions’ project list includes a new 325,000-square-foot courthouse for Franklin County, Ohio; a site analysis/economic impact study for a new city hall in Las Vegas, Nevada; and Exploration Park, a high-tech research park on the grounds of Kennedy Space Center on Florida’s Space Coast.

Jim S. Russell, CEcD
President
As President, Jim leads The Pizzuti Companies’ strategic initiatives and coordinates corporate communications and business development activities.
Jim was instrumental in the 2005 launch of Pizzuti Solutions. A former City Manager and Economic Development Director, Jim possesses an in-depth understanding of the economic development process combined with a practical experience in strategic planning and development. His creativity and broad background in government have coupled to make Jim a valuable team member in the development process, particularly in recognizing and crafting public/private partnerships.

Thomas A. Harmer, ICMA-CM
Senior Vice President – Pizzuti Solutions
In his role as senior vice president of Pizzuti Solutions, Tom manages Pizzuti Solutions and the team’s wide-ranging public/private projects. Tom also provides assistance in the planning, negotiation and acquisition of land development opportunities.
A former Florida City Manager with more than 26 years of public-sector experience, Tom plays a key role in leading successful public/private projects. Tom is also a former municipal fire chief and was recognized by the Florida Governor and Cabinet as Fire Chief of the Year in 1999. Tom serves on the University of Central Florida’s Public Administration Advisory Board, where he is also an adjunct instructor teaching local government and emergency management courses.

Donald Wheat, AIA, LEED AP
Vice President of Public/Private Projects
Don serves as vice president of Public/Private Projects for Pizzuti Solutions. Don’s project list includes the new $135 million Franklin County Courthouse in Columbus, Ohio, for which he provides oversight of architectural design and construction management.
With more than 25 years of experience in architecture, Don has a strong background in all aspects of the profession, including strategic planning, programming, and conceptual design.
A LEED-accredited professional by the U.S. Green Building Council, Don’s sustainable design projects include single-family residential prototypes in Texas and Ohio, and the Mid-Ohio Regional Planning Commission Central Ohio Non-Profit Energy Audit Program.

Brian Parker
Director of Sports and Recreation
Brian serves as Director of Sports and Recreation for Pizzuti Solutions, and is responsible for identifying, securing and managing large and complex sports and recreation-related projects across the United States.
Brian’s duties include reporting of cost, schedule and project feasibility, as well as managing team members and sub-consultants. Brian has extensive experience in the sports and public assembly facility industry. He has conducted market demand research and analysis, developed facility and franchise operating pro forma estimates, evaluated and developed potential facility funding sources, prepared memoranda of understanding/agreements and requests for proposals. In addition, Brian has experience in the negotiation of lease agreements and facility development agreements.

Christopher Wrenn
Planning Manager
As Planning Manager for Pizzuti, Christopher works on a variety of public and private planning consultant projects. In addition to managing multi-disciplinary design and planning efforts, Christopher also performs planning and project-related research and utilizes his background in site design and entitlements planning to provide support in evaluating land development opportunities and assisting in development advisory services. Christopher is a graduate of the University of Florida, where he earned a Bachelor of Arts in English and a Master of Landscape Architecture.

Naeem Coleman
Economic Development Manager
Naeem Coleman brings a wealth of experience to his role as Pizzuti Solutions’ Economic Development Manager. Naeem is responsible for managing economic development-related projects, identifying new opportunities and providing support to the Pizzuti team. Prior to joining Pizzuti, Naeem served as Economic Development Coordinator for the City of Orlando’s Downtown Development Board, where he worked to encourage new capital investment in downtown Orlando.He also has experience as a research assistant for the University of Central Florida, where he worked with a local non-profit to obtain funding resources to expand operations, and as a contract administrator intern for Orange County Business Development.

Mark S. Froehlich
Consulting Director - Courts and Public Facilities
Mark S. Froehlich is a retired Franklin County Municipal Court judge, having served nearly a decade in Ohio’s largest and busiest trial court. First elected in 1997, he was re-elected in 2003 and retired from the bench in January 2007 to lead a private, non-profit redevelopment company in revitalizing urban neighborhoods in Columbus. Mark also served as an elected Mayor for over 11 years in Central Ohio. A skilled facilitator, Mark possesses a unique ability to work with various stakeholder groups to effectively build consensus in achieving common goals. Throughout his career, he has worked to establish effective public-private partnerships resulting in long-lasting, positive growth and change.
